Describe the bug
In some cases, NPI facility reports represent activities over a large area or a collection of locations. However, the facilities will still include data in the lat/lon coordinate and address fields. Some examples:
- QGC PTY LIMITED, "Bowen Basin" facility
- Includes the note: "Bowen Basin includes only wells. Emissions are spread amongst this infrastructure. Interpreting this data as occurring at the given address coordinate is therefore not representative of the operation of this location alone."
- QGC PTY LIMITED, Jordan CPP
- Although the facility name references a Central Processing Platform (CPP), the note explains that the emissions include "wells, 4 field compressor stations and 1 central processing plant".
Since the NPI facilities dataset is currently only used to provide locations, and these "locations" don't represent real point emission sources, ideally they should be filtered out so emissions are not allocated there.

Since the NPI facilities dataset is currently only used to provide locations, and these "locations" don't represent real point emission sources, ideally they should be filtered out so emissions are not allocated there.
