Improvement for {{plover:add_translation}} #1778

Currently, Plover selects the uppermost dictionary that is active, and is not a Python dictionary, with a yellow star. When you click Add Translation, or execute the {{plover:add_translation}} command, the Add Translation window opens with that dictionary selected.

I think it would be nice to have an extension or parameter for the command, so that you can select which dictionary you want to add to. When the dialog pops up, the first dropdown field would be set to the dictionary you call. Such as {{plover:add_translation:10}} would select the 10th from the bottom but {{plover:add_translation:1}} would select the 1st from the bottom. Not saying that is the best indexing or numbering design but just giving an example.

I got the inspiration for this from my CAT, which has such parameters for the dictionary opener. For them, 1 is the bottom-most dictionary (main dictionary), and you can add 1 through 10. By default, adding to the top-most dictionary (job dictionary) is on 10. If there aren't 10 dictionaries, it just selects the topmost one.

I think this would be a helpful feature for cases in which you are trying to add dictionary entries rapidly using TKUPT and only your steno keyboard, without having to go to your mouse or QWERTY keyboard. In a court reporting context at least, you could do one stroke for "add to main dictionary" and a different one for "add to job dictionary." In a hobbyist context, I can't imagine what people have going on with their stack; there must be a variety of applications and possibility.
