I can't update to 2.3.0

I have followed the instructions and I have the zfs-release-2-3.el8.noarch.rpm installed but I am not able to install the 2.3.0 zfs package? Is this expected?

I'm assuming you're running EL8-9. If that's the case, you'll need to enable the zfs-testing repo to get 2.3.0:

$ dnf list --enablerepo zfs-testing available --showduplicates zfs

Do you know when it will be available through the normal zfs repo?

EL probably won't switch over to 2.3.x by default until 2.4.0 is released. However, 2.3.x is the default on Fedora right now. We operate under the assumption that Fedora users prefer more bleeding edge releases while EL users prefer more stable releases.
