Umbrella owner for the attached-alert correction campaign. This issue coordinates bounded implementation packets; it does not replace existing campaign owners.

Existing owners to complete, not duplicate:

2. Notification/heartbeat truth: _notify.py is the sole macOS notification effector; VIGILIA sampled_at/completed_at split; three-missed-sample cadence staleness; fast-wave host/diurnal/organ-health probes; drift subject in midday; canonical conducting routing-reason enum with local-day dedupe.
3. CloudRoutineReceiptV1 plus idempotent TABVLARIVS consumer; current fleet/IRF/cloud findings each receive superseded, existing-owner, new packet, or human-lever disposition.
4. 6. Preserve the private Claude source and promote only redacted engineering atoms through FULL → HEAL → EXPAND → EVOLVE — estate plan #1922 / L-AGENT-BASH-PROMPT.

External human levers remain separately owned: bulk PR closure, external-governance disposition, cloud-session scope expansion, and any browser OAuth consent.

Acceptance: focused hermetic suites and owner predicates pass; scripts/verify-scoped.sh passes once on the unchanged exact head; organ health is fresh with only declared intentional gates; no-tasks-on-me.sh and credential-wall.py --check pass; exact-head receipts and child outcomes are attached here before terminal closeout.

• N80 authority resolves to archive: repository-owned seed.yaml declares implementation/promotion ARCHIVED; no archive mutation was delivered because the shared-checkout admission hook denied the PATCH.

IRF’s live notification denominator is exactly 41. All 41 carry existing IRF identities in organvm/organvm-corpvs-testamentvm#489; the structured owner-classification receipt is being attached to #2125, with zero unowned packet emissions.

The code packets correct the freshness/routing/config surfaces; live corpus execution, organ-backlog/enactment receipts, local OAuth consent, and session credential-wall predicates remain separate runtime gates and are not claimed here.

• python3 scripts/generate-organ-backlog.py --tasks tasks.yaml was attempted as the required dry-run.
• The shared checkout's shared-checkout-write PreToolUse guard rejected it before execution; an import-only pure _plan probe was rejected by the same guard.
• No tasks.yaml mutation occurred.
• The live organ-backlog/enactment predicate therefore remains an external runtime gate owned by this umbrella; next command after an admitted isolated worktree is the same dry-run, followed by enactment-audit --efficacy-only.
