Activation path:

1. Add explicit package/runtime entrypoint and versioned build in package manifest.
2. Create a release/deploy pipeline in .github/workflows for either service deployment or published library artifact.
3. Add a public validation path in README (URL or install command) and record evidence of successful run.

Engagement disposition: engaged. Ground truth on main: pyproject.toml now defines a Python package (conductor 0.5.1) with CLI entry points (conductor, tool-router), and .github/workflows/release.yml can build distributions and publish a GitHub Release on tags. Live release/Page checks still show no GitHub releases and no Pages site, so the activation audit is only partially answered. Ship/deploy target remains an operator product decision; the next technical step is cutting a tagged release or documenting the intended install/validation path in README.
