Tag not being recognized

I've pasted two photos below. The first shows that on the back end of my event a "situational" tag is being used, but it shows up as uncategorized. However, in the second photo, there is a category with "situational" (in green)-- it's not recognizing that this tag already exists. I changed it manually, but when uploading in bulk, the correct situational tag didn't register.
