Add releases so it can be installed with package managers

Since there are just updates to the main branch and no releases (except the ones from 2021), this lib can't be installed with most package managers.
I would suggest just creating releases after pushes to the lib.

Which package managers can it not be installed with? It is published to wally for the Luau version and npm for the ts version
