[Master, 4.0] Create allowed tile list in yml file

Something along the lines of:

OP\Tiles:
  AllowedTiles:
    OP\StaffPage:
       - OP\StaffHubContentTile
       - OP\StaffHubImageTile
    OP\HRPage:
        - OP\BullyPreventionTile
        - OP\JobVacaniesTile

This is to avoid the list of tiles getting too long
