feat(config): add Raspberry Pi 4 architecture config and additional packages

- Added arch_rpi4 configuration under config.
- Modified rules.mk to fix file copy behavior errors by adjusting cp flags.
- Included optional packages: liblzma, libnetsnmp, and libpam to avoid a build dependency which did not exist.
