Refactor web_root out of the main codebase and put it on S3

The S3 could be publicly exposed or not, what is needed is for a way for the Lambda function to access it

https://aws.amazon.com/blogs/aws/new-vpc-endpoint-for-amazon-s3/ look quite interesting since that would allow those S3 files to not require to be exposed to the internet
