Escape/encode user/group names in provisioning API URLs

It might not be necessary as user names and group names shouldn't contain special characters, but it is a good practice to do so.

In my installation version 8.0 I cannot have special german characters (öäüß) in the username but in group names, so need correct encoding there

From what I heard, when using an LDAP server, there is a chance that the LDAP server allows special characters in group names (not sure about user names).
@blizzz can you clarify ?

I just remembered about this #85 where LDAP users can have spaces in the user name.
