The upstream iso-codes package added JSON data in the 3.66 release.
Unfortunately, distros that don't follow the rolling release model don't have this yet.
In fact a quick search reveals that ex_region must support the old XML data as well, to support old distros.
The worst distros in this respect are CentOS, Debian, and OpenSUSE.
The oldest iso-codes version that we have to work with is 3.41 (enough for debian wheezy).
