Tweets multiple times

Not sure what the reason could be, but the Twitter bot (CS.CL) seems to be posting multiple times (at least 2) about the same paper; although, multiple posts are time-separated (around 24 hours).

Hey @shatu , thanks for reporting this. I believe it only re-posts the same paper if the authors make an update. I'm not entirely sure how best to handle it: e.g. should I not re-post updated versions, or should I detect that it is an update, and add "[update]" or something to the tweet? In either case, I don't have much time to make an update, but would be happy to review a PR if you want to suggest a change yourself :)

Hi @ozan, I actually checked (before creating this issue) to make sure that it's not just a repost for the updates from the authors, and it's not.

For instance "Better Text Understanding Through Image-To-Text Transfer http://arxiv.org/abs/1705.08386" was tweeted about as much as 10 times (last I checked), however, there have been only 1 update to the paper.

I'm not sure if I'll have time to fix this too. But anyways, thanks for creating this bot, and making the code public. :)

P.S. I'll leave the issue open, just in case, someone has the time to fix it.

The issue seems still existing. Did I miss something, for example, the behavior is by design intended to help people not miss any updates on arXiv?
