Bulk uploads with new phone numbers should replace existing phone numbers #489
Description
When I just bulk uploaded a list of current users for Ecuador, the old numbers remained and the new phone numbers we're added as an additional phone number.
The problem is that the current phone numbers were entered incorrectly, (wrong country code formatting). I was hoping that doing the bulk upload would clean-up the numbers in the system. Instead now the old phone numbers are still there and will remain the default for sms messages.
