Demo:

In the default view, "Save as" from the "Save File" menu item is visible normally:

After maximizing a window tile, the same becomes invisible - and impossible to click:

Navigating with arrow keys, and [enter] still works. One just can't see what's selected.
Notably, when reducing the total window size to force a second row of menu items, the first item becomes visible again:

It seems like "maximized" window tiles are put in front. But drop-down menus should still be in front of that.

The problem exists since at least pgAdmin 8.14, maybe longer.
