General Issue: Handling of CR -> PR

Background Information

Can we design our functions such that the case CR->PR can be handled without the need to implement a company-/study-specific function?

We agree that this case is a data issue. But not be able to handle it within admiralonco forces users to implement company- or study specific functions. Once these are available they will most likely be used also for reporting events or studies where the case does not occur.

As it affects the design of the admiralonco functions, it is related to #45 and #12 and discussion on how to select assessments up to PD.

Definition of Done

Decision on how CR->PR is handled in admiralonco.

derive_extreme_event() provides enough flexibility to handle this case.

Thus this issue can be closed.
