Use the Linter to Alphabetize Requirements.txt

Is your feature request related to a problem? Please describe.
We just had to alphabetize the requirements.txt because it had gotten hard to follow due to dependencies being in a slightly crufty order that build up over time.

We should make the linter alphabetize the dependencies within each section of requirements.txt

Describe alternatives you've considered
I've also considered just checking occasionally and doing it manually, but that's annoying.

Additional context
The one potentially hard part of this is going to be keeping the dev dependencies separate, but I'd be surprised if nobody has a solution for that already.
