Describe the feature

Refactor the app’s ownership model with organizations:

• Users can no longer own a resource, only organizations
• Roles: Owner (only 1 person), Admin (can edit the organization), Member (can access/use the services)
• (More granular perms in the future with custom roles or per-user-per-service permissions)
