"w:bookmarkEnd" initial(original) position loses after conversion docx->html->docx when it is not located directly after "w:bookmarkStart"

When the original "docx" looks like below:

</w:r>
<w:bookmarkEnd w:id="0"/>
then after conversion to html and back to the docx, "w:bookmarkEnd" loses its initial location (its new location is directly after "w:bookmarkStart") :

<w:bookmarkEnd w:id="0"/>
