`parse_notebook_parameters` of [server/jobs/utils.py](https://github.com/prathikanand7/dev-ops/pull/19/files/733bb0dd66216e2984ac53abba66f8fb5e646fb2#diff-91fd5165617ec7f494ebbeaa75b858ed07e88a11f3b9240e857677ac1bb08330) will not properly handle scientific notation. It must be updated.
