Extremely low performance/FPS

I have just tried to install this on a fresh steam install of both RE2 and RE3, and on initial startup am getting what appears to be sub-10 FPS. Changing graphical options does not impact this in the slightest. I am using airlink, but i have a 6E network with AC1800 soeed and all other ogames work flawlessly at mac settings over airlink no problem I am using a Quest 3s. My spec is 32GB of RAM with a Ryzen 9 5900X and a brand new (as in, days old) 4070 Super.

anyone got any ideas? i don't think my spec is poor enough to warrant an extremely low performance, but ive searched for previous simliar fixes in the past and nothing sems to apply (game theater and steam beta).

Turn off hardware accelerated GPU scheduling and use OpenXR when using airlink
