Setup GitHub Actions

Setup GitHub Actions to perform the following tasks.

1. Build new commits in the repository.
2. Perform a build and check for issues when a new PR is in the repository.
3. Build and deploy docker image on new pushes to main. The version should be managed/upgraded from here.
