[FEATURE] Re-implement using a timer queue

There are a few problems with the current implementation include:

• Timing accuracy is not within the target claim
• A new thread is created for each periodic_function object.

The second point in particular is not scalable. If we can instead implement a timer queue, we may be able to fix some of these issues. See this discussion on notes for potential improvements.
