I went through a few more projects than I thought before I found a real life example. I knew it wasn't common, but thought I had seen explicit reference to typos before somewhere...
There is a linked comment that expresses the reasoning well. I think the rational from elsewhere that I've seen is that busy maintainers want to cut down on drive-by contributors, who post the PR not because they use the project but because they are playing the github game. Or noisy contributions, where the author will submit a separate PR for each typo correction. I especially recall seeing this bemoaned every time "hacktoberfest" comes around.
