Reasons for the request

Dear PyPi maintainers,

We are the new maintainers of TerminusDB over at DFRNT. The current repo credentials are not available to the original creators and we would like to publish a client that aligns with the latest release of TerminusDB 12.0 that we released 2 weeks ago.

We can get necessary paperwork for the transfer signed from the original TerminusDB team, and are helping as much as we can to offload their efforts to get up to date new clients running, and keep up with security updates and more.

What is a relevant process for getting the transfer underway? Happy to support as necessary.

We have good contact with Gavin and Luke of TerminusDB and they are ready to sign any paperwork or answer any requests. They would like help with the transfer though (thus me opening the issue here).
