pyroadmin: add templating support to --create-import

• Allows sane conditionals way beyond what rtorrent can do (e.g. based on software versions)
• Disable config sections via config.ini settings
• Loop over stuff to e.g. create oodles of watch dir lines
• Add awesome sauce!
