`Int4WeightFakeQuantizer` missing `enabled` attribute

Hi - I also noticed today that Int4WeightFakeQuantizer is now missing the enabled attribute, which breaks our feature for enabling fake quantization mid-training. The attribute still exists for the generic IntxFakeQuantizer
