If explicit authority is not present, valid, and in scope
at execution time, the state transition must not occur.
This is not a guideline. It is not a policy recommendation. It is a formal invariant that either holds or does not - and the system proves it with runtime artifacts and boundary traces, not post-hoc interpretation.
Most AI safety and governance systems operate before or after execution:
- Intent filtering
- Prompt analysis
- Policy scoring
- Post-hoc review
- Logs, traces, and dashboards
These approaches share a fundamental weakness: they do not govern the moment of execution itself.
An agent can pass every pre-execution filter, generate a perfectly reasonable-sounding intent, and still execute an action that should never have been permitted. By the time post-hoc review identifies the problem, the state change has already occurred. It is irreversible.
ABE addresses this by enforcing governance at the commit point - synchronously, before any state transition occurs, independently of model confidence or output characteristics.

The boundary is enforced synchronously at the commit point. No downstream process can override it. The enforcement result - permit or block - is captured as an immutable artifact regardless of outcome.
Three conditions must be simultaneously true at execution time for a state transition to be permitted:
Authority present - Explicit authority exists for this action. Not implied. Not inferred from intent. Explicitly granted.
Scope valid - The authority covers this specific action, in this specific context, for this specific agent. Authority granted for one scope does not transfer to another.
Not expired - The authority is currently valid. Time-bounded authority that has elapsed is treated identically to absent authority.
If any condition fails, the action does not happen.
ABE is not intent filtering. The system does not analyze what the agent is trying to do and decide whether it seems safe.
ABE is not prompt hygiene. The system does not inspect or sanitize inputs before model execution.
ABE is not a policy scorer. The system does not assign risk scores and recommend actions for human review.
ABE is not post-hoc review. The system does not log actions for later analysis and correction.
ABE enforces a single, binary, synchronous check at the only moment that cannot be undone.
ABE-PROD-001: Authority Before Execution does not just improve safety. It removes work.
By blocking unauthorized actions at execution time, ABE prevents invalid work from ever entering human workflows.
In a standard demonstration run across 100 attempted actions:
- 73 blocked at execution time
- 73% of potential human review cycles eliminated
- Each blocked action represents a ticket never created, a review that never happened, a meeting that never needed to be scheduled
Authority Before Execution does not replace human judgment. It prevents invalid work from ever reaching humans in the first place.
ABE is the execution enforcement layer of the Atom Labs cognitive security stack.
- LCAC governs what the agent knows before it reasons
- RIS measures the integrity of how the agent reasons
- ABE enforces what the agent is permitted to execute
Together they close the full governance loop: knowledge → reasoning → execution.
In the ATOM platform, ABE enforcement is implemented through the Execution Gate in the governance pipeline. Every agent call passes through authority resolution before dispatch. The enforcement decision is recorded in the immutable governance ledger with a SHA-256 policy fingerprint linking the decision to the exact policy state at execution time.
The ABE invariant has three formal properties that distinguish it from advisory governance systems:
Synchronous - Enforcement occurs in the request path, not asynchronously. There is no window between the enforcement check and the execution attempt.
Independent - Enforcement does not depend on model confidence, output quality, or any property of the model's reasoning. Authority is either present or it is not.
Fail-closed - In the absence of explicit authority, the default outcome is block, not allow. The system cannot be bypassed by omission.
The Authority Before Execution architecture is the subject of a provisional patent application covering the System and Method for Authority-Before-Execution Governance, including the Execution Gate, Authority Resolution Engine, Execution Request Interface, Execution Controller, and Governance Decision Log.
