* fix: update bun.lockb and eslint config for eslint 10.1.0

Replace eslint-plugin-react and eslint-plugin-react-hooks with
@eslint-react/eslint-plugin@3.0.0, which supports ESLint 10.
The old plugins use the removed context.getFilename() API.
