Feature Request: Change downloaded bicep binary name to "bicep" #10383

Overview of feature request
Radius downloads the bicep binary to the user's home directory under the .rad folder. For historical reasons that are no longer in place, the name of the downloaded binary is currently "rad-bicep", but the binary from the download source is actually just "bicep". This feature request is to change the name of the downloaded binary from "rad-bicep" to "bicep".
Acceptance criteria
The downloaded file name is changed from "rad-bicep" to "bicep".
