Describe the problem

PVC is not ready after resized, but pod already bound it, cause pvc retrying to resize forever

To Reproduce

1. create a cluster waiting it to be ready
2. update pvc size by pgo-cli

Expected behavior

waiting pvc to be FileSystemResizePending after resize, then set replica to 1 for pgreplica deployment

Environment:

• RadonDB PostgreSQL version: v2.1.1
