Autogenerate materials for Wheel of Misfortune #133

Google's Wheel of Misfortune (https://cloud.google.com/blog/products/management-tools/shrinking-the-time-to-mitigate-production-incidents) is a great resource for practicing the process of responding to outages. In talking through scenarios, it's always helpful to have context in the form of dashboards/graphs/charts/alerts/etc.
When discussing historical outages, sometimes we use screenshots from these incidents, but for hypothetical outages, it would be nice to be able to autogenerate on demand realistic types of context to aid in the discussions.
