Show number of people currently in "room" #265

Description of the Feature
The Chat Lobby should display the number of participants in the entered "room" once that field is filled in (not while it is being updated).
Additionally it should restrict a user from joining a meeting in a room that is full, where full is defined as the maximum number of participants our video chat meetings support.
The maximum number of participants should be set in the client configuration so that it is reasonable easy to adjust per deployment, specifically for testing higher limits than are released to production sites.
This should probably be implemented initially for Riff Platform and then for Riff Edu.
