Explorer not showing validations correctly

The issue is the validations not being reported correctly in the explorer. Note the 36/35 validations here and many missing validations such as 26/35 but those same servers show as in 100% agreement.

Same ledgers look fine when I use https://xrplwin.com/monitor

The community is using the Explorer as a method of tracking network integrity/robustness. These missed validations get posted on twitter.

@mvadari suggested the VHS could be used rather than clio for this data.
