Broken link to MockProcessor CTP

The artifacts page https://riscv-software-src.github.io/riscv-unified-db/index.html provides a link to the MockProcessor-CTP.pdf but it isn't built. I'll add it to the build since I use this Mock CTP to provide coverage
and to show regularly to CSC members.
