Make the repo commitizen friendly

We are working towards adapting https://github.com/conventional-changelog-archived-repos/conventional-changelog-angular/blob/master/convention.md

To make this as developer friendly as possible our recommendation is to use https://github.com/commitizen/cz-cli with https://www.npmjs.com/package/cz-conventional-changelog

This will be slowly pushed to all Rollbar SDKs
