Implement make-preobj functions compiler exceptions

There are two entries in the error dictionary that do not have :make-preobj functions defined. 

The two match values for these errors are:

:match #"(.+): EOF while reading, starting at line (.+), compiling:(.+)"
:match #"(.+): Unmatched delimiter: (.+), compiling:(.+)"
