issue-triage should enforce dependency edges from work-plan when a phased plan contains ordered repo workers
skill-lab should feed skill-upstream packets before any runx registry binding is drafted
merge-watch should track upstream PR merge, rejection, or stale state
draft-only proving-ground runs should roll up into one concise operator dashboard
workflow receipts should eventually land in a persistent, queryable store
