Onboarding: create onboarding flow for Merit Committee

• Currently, we have an onboarding flow only for Faculty (PR User Onboarding #67, woo-hoo!).
• In this flow, when a Merit Committee access code is submitted, it continues with the faculty flow

In this ticket, make an extension to the onboarding flow that, once a valid MC code is given, only asks for name, skips the percentage stuff, and sets the user with the MERIT_COMMITTEE_MEMBER role.

We do not have designs for this but there are no new components. This is what the flow should look like (ignore the indicators for now, they change):
