Crash analysis: report when a log has no mods installed

Can't be set up with a normal crash regex because it's looking for the absence of something.

If the log does NOT contain at least 1 instance of this line:
```
LogPluginManager: Mounting Mod plugin AnythingCouldBeHere
```
then the crash/log should be marked as not modded somehow in the fred response
