It seems that there's no Makefile in src/test for releases 2.1.x.
But this file is included in

liquidsoap/src/Makefile

version 2.0.7 installs normally why? i am using ubuntu and installing via opam pin

I looks like you have liquidsoap pinned which you shouldn't have to do. I'd recommend to unpin liquidsoap then install using the main opam packages:

% opam unpin -n liquidsoap
% opam install liquidsoap

You can install a specific version too, though I would recommend the latest version:

% opam install liquidsoap.2.1.4
