Improve the behaviour of the pediatricAgeGroup filter. #211

Based on a discussion from the dev team.
Currently there is no way to select "0-4 years" and "65+ years" in Arbotracker because the pediatricAgeGroup filter only appears if the only filter you have selected is age group 0-17.
A way that would allow us to make a selection like "0-4 years" and "65+ years" would be to change the functionality to this:
- The pediatric age group filter appears if one of your selected age group filters is "0-17". There is no longer a requirement that "0-17" be your only selected filter.
- The pediatric age group filter only applies to studies whose age group is "0-17". All other studies pass through the pediatric age group filter no problem
