Make filter options responsive

A user should only select filter options that will give them results. Everytime the data is filtered, update the filter options as well.

For example, if I select a country - then all pathogens for which this country has no estimates should automatically deselect and become disabled.

This is complex because we would need to figure out a way to ignore filters to get filter optiosn. For example if I have select Assay type and countries, I should be able to select some or all of the assays available based on other countries.

If I select HAI then itll filter data making HAI the only available option --- this is not what we want, if India and brazil are selected and HAI is selected then And India and Brazil only have HAI and ELISA available, the assay type filter should allow me to choose both HAI and ELISA, additionally if HAI and ELISA estimates exist in mexico, then I should be allowed to also choose Mexico in the countries.. etc. etc.

Additionally make all filters the same width whether or not a tooltip exists

Just going to throw in one more quick consideration, we have to be careful with Country + WHO Region + UN Region. These filters are OR based so we probably shouldn't filter out any WHO regions if the person picks India because the person might want India + EMR.
