Configure webpack HMR

Add HMR configuration in webpack config.

To execute project :

git clone git@github.com:sfeir-open-source/talk-control.git
cd talk-control
git checkout develop
npm i
npm start

After some digging, I am not sure it is possible at this stage to have hot-reloaded lit-elements.
