Fix markdownlint issues in Syslog Design doc (#2137)

- Convert H1 headings to H2
- Add blank lines around lists, code blocks, tables
- Fix HTML tags and formatting issues
- Update Table of Contents

Addressed feedback and markdownlint requirements
