Update configurations to support custom `TIME_ZONE`

After #6817 is merged, we need to update:

• docker-compositions repository defaults to take advantage of the TIME_ZONE variable
• Specify Cloud hosted members to set the appropriate time zone for all databases
• Documentation on default configuration options
