Create doobie module with Read / Put instances

In Franklin we borrowed from Raster Foundry's CirceJsonBMeta to create Metas for the types contained here to use them with a database. In Granary, for raster-foundry/granary#175, I'm going to need to do the same thing. We should create a doobie module which publishes separately for downstream consumers who need to put STAC data in a database.
