Remove heavy drake dependency by val_ik package by re-building only necessary code

Currently, val_ik heavily relies on drake.

This is problematic as the Drake API is difficult to compile and is constantly changing. Since we only need a few functionality, can we instead grab the source files that we need and compile it as a library as part of this project?
