Does not seem to be working at all with Pidgin 2.13 on Windows #20

I've put the folders under my User directory in the .purple/smileys subfolder, but they're not showing up in Pidgin at all. I've tried restarting. I've double checked the directory structure. I've tried dragging the theme file into Pidgin directly. Nothing seems to work.
