Is your feature request related to a problem or unsupported use case? Please describe.
When I'm less than admin I don't see who are the members of the document who I could ask for a right upgrade
Describe the solution you'd like
As a user I want to be able to ask for a right upgrade.
When I do Admins and Owners should receive an email notification.
Discovery, Documentation, Adoption, Migration Strategy
This will build upon the new back end capabilities introduced with #1081
